The City Planning Commission (CPC) is a seven-member body, appointed by the City Council, responsible for the review of land use and zoning matters for the City of Norfolk. The commission makes recommendations on various matters to City Council who are responsible for making a final determination.
The City Planning Commission is also responsible for the development of the city’s General Plan or the plan for land use and development in Norfolk.
The City Planning Commission is staffed by members of the Department of City Planning. Staff reviews each application and makes a recommendation to the City Planning Commission as to whether or not the request is consistent with plans or policies of the City of Norfolk.

Preservation Spotlight in Neon: Atlantic Permanent & Duke Grace Tour
Join NPC on a tour of the Atlantic Permanent Building (740 Boush) and the Duke Grace Building (740 Duke). The tour will begin at the Atlantic Permanent Building, where attendees will tour the D'Art Center on the 1st floor and learn about the historic rehabilitation project that turned this former mid-century modern bank into a mixed use art gallery, artist workspace, and apartments. All participants will then be invited to walk one block to the Duke-Grace Building, an active rehabilitation project for a behind the scenes look at preservation in action.
NOTE: Duke-Grace is an active construction site. Closed-toe shoes are required. Limited number of hard hats available. If you own a hard hat, please bring it with you.

KHAW Preservation Advocacy Happy Hour
Keeping History Above Water Conference Registrants are invited to attend a Preservation Advocacy Happy Hour hosted by Norfolk Preservation Collective. This event is an opportunity for conference participants to network and discuss critical advocacy initiatives related to preservation and protecting historic resources for flood waters. Remarks from local and state leaders will begin at 6:00PM.
Beverages and light hors d'oeuvres will be available.

KHAW Opening Plenary
Living with Water: Charting Solutions in a Resilient City
All are invited to join us for the Keeping History Above Water Opening Plenary at the Basilica of Saint Mary of the Immaculate Conception. Dr. Cassandra Newby-Alexander, Norfolk State University, Ms. Karen Speights, Resident of Chesterfield Heights, and Mel Price, Principal, Work Program Architects, will discuss Norfolk’s history of resilience and dependency on its shoreline, the everyday experiences of living with water, and the opportunities for solution-driven design that preserves our community for future generations. Doug Smith, President & CEO, Hampton Roads Economic Development Alliance, will moderate the panel.
Attendees are invited to continue the conversation after the program at a reception with City officials, conference registrants, and community members. Masks will be required when not eating or drinking.
KHAW® focuses on protecting historic buildings, landscapes, and neighborhoods from the increasing threat of inundation. With the conference theme Informed Communities Charting Solutions, KHAW®: Norfolk will highlight the implementation and impact of research, adaptation, and mitigation strategies in flood-prone communities. In partnership with the City of Norfolk's Office of Resilience, ODU's Institute for Coastal Adaptation and Resilience, and Newport Restoration Foundation, Norfolk Preservation Collective will host Keeping History Above Water® from May 15–18. Norfolk Preservation Collective (NPC), in partnership with the City of Norfolk’s Office of Resilience, Old Dominion University’s Institute for Coastal Adaptation and Resilience (ICAR), and the Newport Restoration Foundation (NRF) are excited to co-hosting Keeping History Above Water® in Norfolk, Virginia in May 15-18, 2022 at the Chrysler Museum of Art. The conference co-hosts will also be joined by partner organizations from the region and throughout the Commonwealth including the National Alliance of Preservation Commissions, Environmental Defense Fund, Virginia Department of Historic Resources, Preservation Virginia, Building Resilient Solutions, Commonwealth Preservation Group, Downtown Norfolk Council, Elizabeth River Trail Foundation, the Elizabeth River Project, Norfolk Historical Society, the Sargeant Memorial Collection of the Slover Library, VisitNorfolk, Wetlands Watch, and WHRO (local NPR affiliate).
Keeping History Above Water® (KHAW) was founded in 2016 by the Newport Restoration Foundation to foster a national conversation focused on the increasing and varied risks posed by sea-level rise to historic coastal communities. KHAW® programs, conferences, and workshops focus on protecting historic buildings, landscapes, and neighborhoods from the increasing threat of inundation. Since the inaugural conference in Newport, KHAW® events have been hosted in Annapolis, Palo Alto, Des Moines, St. Augustine, Nantucket, Charleston, and Salem.
Organizations in Norfolk and across the Tidewater region have been at the forefront of research, policy-making, adaptation and mitigation. Norfolk and its environs are a living laboratory where programs like the RISE Resiliency Challenge and the Ohio Creek Watershed Project are creating technology and implementing adaptation strategies to help stem the effects of rising tides. KHAW: Norfolk 2022 will bring experts from around the country and the world to Southeast Virginia to showcase this work, and demonstrate how Hampton Roads is stepping up to the challenge faced by historic coastal communities.
KHAW: Norfolk 2022 will place focus on solutions to the varied challenges presented by recurrent flooding. With the conference theme “Informed Communities Charting Solutions” in mind, the program will highlight the implementation and impact of research, adaptation, and mitigation strategies in flood-prone communities. The conference will also focus on social justice and the socioeconomic impacts of sea-level rise on historic communities.
